The aftermath of Hurricane Helene in North Carolina shows widespread damage, with flooding

OUR MISSION

The American Devastation Accountability Coalition is dedicated to promoting transparency, accountability, and public engagement in weather modification activities across the United States.

We advocate for meaningful legislative reform to the Weather Modification Act, ensuring that all federal interventions in atmospheric processes are conducted responsibly and ethically. Once that legislative groundwork is laid, we will advocate for new legislation to refund and forgive property taxes of climate devastated homes, at interest.

Through education, community outreach, and strategic advocacy, we aim to empower citizens, influence policymakers, and safeguard our environment and communities from the impacts of weather modification.

We believe covert federal weather modification activities can be used maliciously against the American people to take land and resources from inhabitants to give to the highest bidder for redevelopment based on their interest on the land for profit. In light of this potential, we seek to remove or redefine the term "Acts of God" from all legal applications. We demand strategic legislation to protect our land for the continued use and prosperity of the American people.

Together, we strive to foster informed dialogue and create a future where weather interventions prioritize public welfare and ecological integrity.

Our Argument Against the Omission of Federal Government Activities from the Weather Modification Act

1. Accountability and Transparency: Omitting datasets undermines government accountability. Citizens have a right to access information about government actions, especially concerning significant issues like weather modification, public health, and environmental impacts. Transparency fosters trust and allows the public to hold the government accountable for its policies and decisions.

2. Informed Public Discourse:  Access to datasets is essential for informed public discourse. Researchers, journalists, and policymakers rely on data to understand complex issues and make sound decisions. Omission of datasets limits the ability of stakeholders to analyze and debate critical matters, potentially leading to misguided policies and public misperceptions.

3. Scientific Integrity and Research Advancement: Scientific research relies heavily on access to data. By withholding datasets, the government stifles research innovation and hinders the advancement of knowledge. Open access promotes collaboration and allows for independent verification of findings, which is crucial in scientific inquiry, particularly in fields like climate science and environmental studies.

4. Impact on Policy Development: Data-driven decision-making is fundamental to effective governance. The absence of relevant datasets can lead to poorly informed policies that fail to address real-world issues. Policymakers need comprehensive data to develop strategies that effectively mitigate risks and enhance public welfare.

5. Ethical Responsibility:The government has an ethical obligation to share information that affects public welfare. Omission of datasets can disproportionately affect vulnerable communities who rely on this information for safety, health, and resource management. Ensuring equitable access to information is a matter of social justice.

6. Legal Frameworks: Various laws, such as the Freedom of Information Act (FOIA), mandate the disclosure of government data unless it falls under specific exemptions. Withholding datasets may violate these legal frameworks, leading to potential legal challenges and further erosion of public trust in government institutions.

7. Economic Implications: Access to datasets can drive economic growth by enabling innovation and entrepreneurship. Industries that rely on data analysis, such as technology and environmental services, thrive on access to government data. Omission limits economic opportunities and hinders the development of solutions to pressing challenges.

Conclusion: The omission of datasets from the federal government poses significant risks to accountability, informed decision-making, scientific progress, and public trust. Ensuring transparency and access to information is essential for effective governance and the well-being of society. The government must prioritize the responsible sharing of datasets to foster an informed and engaged citizenry.

Our Argument for New Legislation to Refund and Forgive Property Taxes for Climate-Devastated Homes

Introduction:
The increasing frequency and severity of climate-related disasters have rendered many homes across the United States uninhabitable, plunging homeowners into financial turmoil. This pressing situation demands urgent legislative action to alleviate the burdens faced by those affected. Specifically, new legislation should be enacted to refund and forgive property taxes, with interest, for homeowners impacted by climate devastation—especially in light of potential malicious weather interference.

1. The Reality of Weather Modification:
The increasing use of weather modification techniques has led to more frequent and intense storms, wildfires, floods, and other natural disasters, often resulting in devastating consequences for homeowners. Many find themselves facing overwhelming repair costs, declining property values, and displacement due to these altered weather patterns. It is essential for the government to recognize its role in addressing the fallout from these practices and to provide tangible support to those affected by the consequences of weather manipulation.

2. Establishing Checks and Balances on Weather Modification Activities:

To address the potential impacts of weather modification, it is essential to implement strict checks and balances on federal activities related to this practice. By requiring the government to refund and forgive property taxes on homes devastated by climate-related disasters, this legislation would hold officials directly accountable for any losses incurred due to weather manipulation. Such accountability would foster transparency and ensure that citizens are compensated for the adverse effects of these actions. By tying financial relief directly to the consequences of weather interventions, the government can demonstrate a commitment to responsible oversight and protect communities from the ramifications of its activities.

3. The Financial Burden of Property Taxes:
Even after experiencing catastrophic damage, homeowners are still required to pay property taxes on homes that have become uninhabitable. This financial obligation places an untenable strain on individuals already dealing with the costs of rebuilding or relocation. Forgiving these taxes would significantly alleviate the financial burdens faced by affected families during their recovery.

4. Addressing Malicious Weather Interference:
There are rising concerns about potential government involvement in manipulating weather patterns, whether intentionally or unintentionally. If such interference exacerbates natural disasters, it raises serious ethical and legal questions about accountability. This legislation should include provisions for tax refunds for homes affected by these actions, ensuring that citizens are not penalized for government activities beyond their control. Moreover, the new legislation would introduce essential checks and balances to the federal government’s research and activities related to weather manipulation, ensuring transparency and accountability in these operations.

5. Promoting Equity and Justice:
The impacts of climate change disproportionately affect low-income and marginalized communities, who often lack the resources to recover fully. By implementing tax refunds and forgiveness, the government can help rectify these disparities, providing vital support to those who need it most. This approach serves not only as a means of recovery but also as a step toward environmental justice.

6. Economic Recovery and Resilience:
Refunding and forgiving property taxes would inject essential capital back into affected communities, fostering recovery efforts. Homeowners could use these funds to rebuild, thereby creating jobs and stimulating local economies. A proactive approach to economic recovery can mitigate long-term impacts and bolster community resilience against future disasters.

7. Moral Imperative for Action:
It is a moral obligation for the government to protect its citizens from the consequences of climate change. This issue transcends environmental concerns and speaks to fundamental human rights and welfare. By providing financial relief to affected homeowners, the government affirms its commitment to safeguarding the well-being of its citizens and promoting a just society.

Conclusion:
In light of the escalating impact of climate change and the potential for government-induced weather interference, enacting legislation to refund and forgive property taxes for climate-devastated homes is crucial. This action would provide essential financial relief, promote equity, and support community recovery. Additionally, it would establish necessary checks and balances on federal activities concerning weather manipulation, ensuring accountability and transparency. Policymakers must act decisively to confront this ongoing crisis and protect the livelihoods of countless Americans.

Our Argument for New Legislation Requiring Federal Development and Use of Hurricane Inhibition Technology

Introduction

As climate change intensifies the frequency and severity of hurricanes, it is crucial for the federal government to adopt innovative solutions to mitigate their impacts. One promising technology, described in the patent "APPARATUS AND METHOD FOR INHIBITING THE FORMATION OF TROPICAL CYCLONES" (US 20130038063 A1), offers a proactive approach to prevent hurricane formation by manipulating ocean temperatures. New legislation should be introduced to mandate the development and deployment of this technology, creating a comprehensive strategy for hurricane mitigation.

The Need for Legislative Action

1. Increasing Hurricane Threats: The escalating threat of hurricanes poses significant risks to life, property, and local economies. As evidenced by past disasters like Hurricane Katrina, the economic toll can reach billions, and the loss of life can be tragic. Legislation requiring the use of this technology could directly address these growing concerns.

2. Scientific Validation: The technology outlined in the patent demonstrates a viable method for inhibiting tropical cyclones by utilizing wave-driven devices to pump cooler seawater to the surface. By maintaining sea surface temperatures below critical thresholds, this approach can significantly reduce the conditions conducive to hurricane formation. The scientific basis for this technology makes it a compelling candidate for federal investment and implementation.

3. Economic Benefits: Investing in hurricane inhibition technology could yield substantial economic benefits. By reducing the frequency and intensity of hurricanes, the federal government could save on disaster response costs, decrease the burden on insurance systems, and protect vital infrastructure. The long-term financial savings could far outweigh the initial investment in technology development and deployment.

Jurisdictional Considerations

1. Federal Responsibility: The federal government has a constitutional obligation to protect its citizens and ensure their safety. Given the interstate nature of hurricanes, which impact multiple states and regions, the federal government is uniquely positioned to lead efforts in developing and deploying technology that addresses this widespread threat.

2. Collaboration with State and Local Governments: While the federal government should spearhead the initiative, successful implementation will require collaboration with state and local governments. Legislation could establish partnerships to ensure the technology is tailored to specific regional needs and that local authorities are equipped to manage its deployment effectively.

3. Regulatory Framework: The legislation should also outline a regulatory framework for the monitoring and oversight of the technology’s deployment. This framework would ensure accountability, address any environmental concerns, and facilitate public engagement, thus enhancing community trust and participation in the initiative.

4. Research and Development Funding: The proposed legislation could allocate federal funding for research and development of the technology. By investing in innovation, the government can encourage private sector participation and accelerate the technology’s maturation and scalability.

Conclusion

In light of the growing threat posed by hurricanes and the innovative potential of the technology described in the patent "APPARATUS AND METHOD FOR INHIBITING THE FORMATION OF TROPICAL CYCLONES," it is imperative for legislators to introduce new laws that require the federal government to develop and deploy this solution. By taking decisive action, we can protect lives, reduce economic losses, and demonstrate a commitment to addressing the challenges of climate change head-on. Through a robust legal framework, federal leadership, and collaboration with local entities, we can create a proactive strategy to safeguard our communities against the devastating impacts of hurricanes.
