Beginning litigation to compel disclosure of classified information, such as secret contracts, is a complex process. Here is our plan:

Identify Standing: Determine legal standing to file a lawsuit. This requires showing that we have a legitimate interest or right that has been harmed by the withholding of information.

Prepare for Appeal: If our FOIA requests are denied, we can appeal the decision within the agency. If the appeal is also denied, we can then consider filing a lawsuit.
